This is Salvatore ‘Sammy the Bill’ Gravano. He is an American mobster who became underboss of the Gambino crime family. He ratted out on the crime family boss, John Gotti, and ended up in the Witness Protection program. He left the program, committed more crimes and spent a number of years behind bars. He has admitted to being involved in 19 murders

However, he is not the sociopath being referred to here. He was used as a character reference, the other day. Apparently a video is circulating where Sammy called the sociopath in question ‘a legitimate guy’ who is incorruptible.
